CEBU, Philippines — Cebu City Mayor Nestor Archival has ordered the immediate intensification of African Swine Fever (ASF) preventive measures, directing the Department of Veterinary Medicine and Fisheries (DVMF) to implement a comprehensive program aimed at shielding the city’s swine industry, food security, and economy from the continuing threat of the viral disease.

In a memorandum issued on June 29, 2026, Archival instructed officer-in-charge Dr. Jessica Maribojoc to strengthen surveillance and monitoring across both backyard and commercial swine farms to detect early signs of ASF infection.

The directive requires biosecurity assessments and sustained information campaigns to ensure hog raisers, farm workers, and stakeholders strictly observe disease prevention protocols.

During a press conference, Archival emphasized that the DVMF must coordinate closely with the Provincial Veterinary Office, the Department of Agriculture, barangay officials, and port authorities to regulate and enforce controls on the movement of live pigs, pork products, and related commodities entering or passing through Cebu City.

The memorandum further mandates regular inspections of slaughterhouses, public markets, and meat establishments to guarantee compliance with veterinary, sanitary, and food safety regulations.

Any suspected ASF cases must be immediately investigated, documented, and reported, with containment and response measures implemented in line with national and local guidelines.

The DVMF is also tasked to submit periodic reports and recommendations to the mayor’s office on the city’s ASF preparedness, surveillance activities, and response initiatives, including proposals for additional preventive actions.

Archival stressed that the matter must be treated with utmost urgency and that strict and effective implementation is expected.

ASF, a highly contagious viral disease affecting pigs, poses severe risks to the hog industry.

While Cebu remains ASF-free, outbreaks have recently been confirmed in Capiz, Negros Occidental, and parts of Bicol and Caraga.

The government continues to enforce border controls, administer vaccines—over 400,000 doses since 2024–and invest in local vaccine development worth P140.9 million.

In Cebu Province, Governor Pamela Baricuatro issued Executive Order No. 36 last week, activating ASF task forces in all local government units and tightening inspections at seaports, particularly those receiving shipments from Negros Occidental.

The order prohibits the entry of live hogs and pork products from ASF-hit provinces unless accompanied by veterinary health certificates and negative test results.

Routine blood sampling, farm inspections, and stricter biosecurity practices are now in place.

Cebu’s hog industry, valued at P20 billion, supports thousands of families and remains a vital component of the province’s food supply.

Officials warned that an ASF outbreak could trigger pork shortages and price spikes, underscoring the need for strict preventive measures. — (FREEMAN)
