MANILA, Philippines — The government is allowing individuals to take vocational courses and training handled by the Technical Education and Skills Development Authority (TESDA) in areas classified under general community quarantine (GCQ) and modified general community quarantine (MGCQ).
Presidential spokesman Harry Roque Jr. said the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF) has included the resumption of classes for technical vocation education and training (TVET) in GCQ and MGCQ areas.
Trainings may be conducted by technical vocational institutions and TESDA technology institutions subject to compliance with TESDA guidelines and public health standards.
The trainings include online or e-learning, programs in agriculture/fishery qualifications for food production and processing, distance learning for TVET programs and e-learning component of blended learning for TVET programs.
The IATF also approved dual training system, enterprise-based training and in-plant training in establishments allowed to operate under GCQ and virtual assessment and portfolio assessment through electronic means for certain TVET qualifications.
Face-to-face training and competency assessment may also be conducted at up to 50 percent site capacity provided there is strict compliance with health standards, TESDA guidelines and consultation with local government units, the IATF said.
Mass gatherings in higher educational institutions should also follow existing guidelines under MGCQ.
