‘Corruption-free’ banner drapes Capitol facade

CEBU, Philippines - A huge banner bearing the words "CORRUPTION-FREE INSTITUTION" at the façade of the Capitol is now drawing public attention.

The yellow streamer was placed below the inscription "The authority of the government emanates from the people" and above the present administrations' advocacy campaign streamer "Kalambuan sa Matag Sugbuanon."

Provincial information officer Ethel Natera admitted the Capitol employees mounted the banner yesterday morning.

In a text message, Cebu Governor Hilario Davide III explained that the yellow banner conveys what his administration is espousing- good and honest governance. He added that it also reflects the Cebuano's call to continue what had started by his administration.

"Kining corruption-free institution dili lamang yano nga slogan kun di usa ka makabungol nga singgit sa katawhan alang sa nasugdan nato nga kalambuan ug maayong tingusbawan," he said in a text message.

The streamer emerged amid several issues of corruption hurled against Davide's administration. Recently, One Cebu Party vowed to file charges against Capitol officials for violation of the Omnibus Election Code over the continued distribution of calamity aid despite the election ban.

The party has also warned Capitol officials against using the new declaration of state of calamity allegedly to further the interests of the administration candidates.

"We are warning them not to use the misfortune of the Cebuanos for political means," said One Cebu legal counsel Mel Amadora.

Cebu third district  Representative Gwendolyn Garcia also slammed the Capitol over the release of P40 million for beautification program that allegedly benefited only Liberal Party allies. One Cebu president and gubernatorial candidate Winston Garcia said the distribution of the amount to LP allies only is "an act of desperation" on the part of Davide.

Last year, Capitol was also accused of irregularity in the bidding of P250 million worth of heavy and light equipment, where highest bidder was declared winner.

No less than the Provincial Board found several irregularities in the bidding prompting the Provincial Board not to give authority to Davide to sign a contract. Until now, the awarding of the contract was halted.  (FREEMAN)
