SP approves P15-B AIP for 2014

CEBU, Philippines - The Cebu City Council has approved the P15.29 billion Annual Investment Program (AIP) for next year.

The AIP was approved last Wednesday following the recommendation of the council’s committee on budget and finance head and Majority Floor Leader Margarita Osmeña.

The AIP was broken down into the General Fund Proper amounting to P13,614,592,126.53 billion and Special Account amounting to P1,571,309,297.91 billion.

City Administrator, Atty. Jose Marie Poblete, who chairs the Local Finance Committee and the City Planning and Development Council, has endorsed the AIP to the City Council on October 21.

Based on the AIP, the regular operational budget items from the GFP are P1,072,963,087.42 for personal services; P4,639,828,653.89 for maintenance and other operating expenses and P7,901,800,385.22 capital outlay.

The Special Accounts have P403,220,721.42 for personal services; P293,700,648.55 for maintenance and other operating expenses; and P874,387,927.94 capital outlay.

The AIP is “for planning and investment programming purposes, constitutes the annual slice of the Local Development Investment Plan (LDIP), referring to the indicative yearly expenditure requirement of the LGU’s program, projects and activities (PPAs) to be integrated into the annual budget.”

This is in accordance to the Memorandum Circular No.2007-114 of the Department of Interior and Local Government.

For budgeting purpose, the circular provides that AIP “constitutes the total resource requirement for the budget year, including the detailed annual allocation of each PPA in the annual slice of the Maintenance and other Operating Expenses and Capital Outlay”. — (FREEMAN)
