CLI expands Cebu footprint with largest township project

CEBU, Philippines —  Publicly-listed Cebu Landmasters Inc (CLI), has acquired a 78.8-hectare site in Liloan, Cebu, as it looks to reinforce its housing pipeline and accelerate the rollout of large-scale townships across the region.

The property, secured through its joint venture subsidiary Cebu Homegrown Developers Inc (CHDI) with Ixidor Holdings, will host what the company says will become the largest integrated township in Cebu.

Located just 17.6km north of Metro Cebu, the masterplanned estate will feature multi-segment residential communities, retail and commercial centers, and transport links, alongside green and open spaces aimed at creating a sustainable urban hub.

“This acquisition substantially deepens our Cebu footprint and advances our mission to create leading townships in the VisMin region,” said CLI chairman and chief executive Jose R. Soberano III.

In a disclosure to Philippine Stock Exchange (PSE), Soberano cited the success of its Davao Global Township in Davao City and Manresa Town in Cagayan de Oro as proof of the group’s township strategy.

The Liloan development will bring future residents closer to schools, retail centers and key transport hubs, while offering what the company described as a “thoughtfully planned neighborhood” designed to balance accessibility and liveability.

For CLI, the deal is also a strategic bet on sustained housing demand across its core markets. The group has made landbank expansion a priority to sustain growth momentum, with the Liloan acquisition marking one of its most significant moves in Cebu in recent years.

Soberano added that the partnership with Ixidor Holdings would ensure that “a model Cebuano township built for the future” is delivered, with a combination of economic, social and environmental benefits “felt for many generations.”

The Cebuano-owned developer currently has 127 residential, mixed-use, hotel, resort and township projects across 18 key cities in the Visayas and Mindanao in various stages of development.
