City launches BanTal Discipline Zone anew

CEBU, Philippines — The Cebu City government launches an intensified Banilad–Talamban (BanTal) Discipline Zone, a traffic initiative aimed at restoring order along Gov. M. Cuenco Avenue, a corridor long plagued by congestion and other traffic concerns.

The program begins with a five day information drive before full enforcement takes effect.

Under the initiative, motorcycles are required to stay in the rightmost lane, officially designated as the motorcycle lane, to prevent counterflowing and other traffic-law violations that often lead to accidents and delays.

Public utility vehicles such as jeepneys and buses should now load and unload passengers only at designated lay bys, roadside bays designed to allow stops without obstructing traffic.

Pedestrians, meanwhile, are instructed to cross only at marked crosswalks or use skywalks, elevated pedestrian bridges that provide safe passage above the roadway.

For Cebu City Mayor Nestor Archival, this reinforced initiative stresses that discipline on the road is a collective responsibility, urging motorists, commuters, and pedestrians to cooperate.

The Cebu City Transportation Office has been tasked with enforcement, with fines set for violators.

The BanTal corridor has long been a critical area for Cebu’s traffic woes.

CCTO records show daily apprehensions of 20 to 30 in the area, with nine out of ten involving motorcycles. Officials attributed the surge in motorcycle ownership to Cebu City’s overwhelmed traffic code.

Archival’s administration has been pushing modernization measures, including AI-operated traffic cameras, breath analyzers to curb drunk driving, and grassroots traffic education programs in schools.

Residents and commuters, for their part, have expressed cautious optimism.

Past attempts at stricter traffic discipline in BanTal faltered due to seemingly weak enforcement, while many believe the program’s success will hinge on consistency.

Archival, on the other hand, has promised adjustments based on multiple feedback, with consultations continuing among transport stakeholders.
