MARINA-7 reiterates power to regulate boat fares

CEBU, Philippines — The Maritime Industry Authority (MARINA)-7 convened a dialogue with domestic shipping operators to address public concerns over alleged unreasonable increases in passenger fares within its area of responsibility.

The meeting gathered representatives from 28 shipping companies, including company officials and authorized management personnel.

MARINA said the dialogue was prompted by numerous complaints about fare adjustments implemented by domestic shipping operators.

During the discussion, the agency acknowledged that passenger passage rates in the domestic shipping industry are deregulated under Republic Act No. 9295, also known as the Domestic Shipping Development Act of 2004.

However, MARINA emphasized that it retains the authority to intervene when extraordinary circumstances affect public interest and welfare.

The agency cited the ongoing crisis in the Middle East and its resulting impact on global fuel prices and shipping operations as factors that could warrant regulatory action.

It also reiterated the implementation of Advisory Nos. 2026-10, 2026-15, 2026-17-A, and 2026-23, which outline contingency measures aimed at mitigating the effects of the Middle East crisis on the domestic shipping sector.

The advisories also prescribe a maximum Required Rate Adjustment (RRA) that shipping operators must observe when implementing fare increases.

According to MARINA on its Facebook page, the dialogue provided a venue for stakeholders to discuss concerns related to rising passenger and freight rates, the effects of fluctuating fuel costs, and measures to ensure that fare adjustments remain reasonable, transparent, and aligned with prevailing economic conditions.

The agency expressed appreciation for the cooperation of participating shipping operators and reaffirmed its commitment to protecting the welfare of the riding public through continuous monitoring and consultations with industry stakeholders.

MARINA-7 further said it will continue to engage shipping operators and monitor developments affecting the domestic shipping industry to balance operational sustainability with the interests of passengers and cargo users.

In another development, MARINA-7 has commenced preparations for the 2026 Day of the Seafarer celebration through an initial planning meeting held on May 29, 2026.

The meeting was presided over by Regional Director Engr. Ronaldo P. Bandalaria and attended by representatives from various maritime organizations and government agencies.

The 2026 Day of the Seafarer celebration will carry the theme, “Carrying world trade. Carrying the risks,” underscoring the essential role of seafarers in facilitating international commerce while acknowledging the challenges and dangers they face in the course of their work at sea.

MARINA said the annual observance recognizes the invaluable contributions of Filipino seafarers to the global maritime industry and world trade. It also serves as a platform to highlight the dedication, resilience, and sacrifices of maritime workers who keep global supply chains moving. — (FREEMAN)
