2022 deadline para madurog ang NPA mabibigo - CPP

MANILA, Philippines — Minaliit ng Communist Party of the Philippines ang panibagong deadline na itinakda ng Department of National Defense para magsugpo ang rebelyon, kung saan iniusog patungong 2022 ang target ng gobyerno.

Aniya, inilipat ng gobyerno ang target para hindi mapahiya sa taun-taong pagkabigo na matalo ang mga komunista.

"On September last year, the deadline was moved to the end of the second quarter this year. In order to avoid making themselves look foolish annually with their pipedream, they have again moved their deadline, this time to 2022," sabi ng CPP noong Martes.

Dagdag ng partido, imbis na matapos ang armadong pag-aalsa ay mas posible pa raw na hindi matapos ni Pangulong Rodrigo Duterte ang kanyang termino.

"In contrast to declarations of ending the NPA, it is Duterte who is more likely to be unable to end his term as his regime oversees a worsening economic crisis and make people suffer from deteriorating social conditions and rising cost of living," ayon sa mga Maoista.

Si Duterte pa raw mismo ang naghihikayat na lumaban sa gobyerno ang taumbayan dahil sa kanyang "tiraniya" at "terorismo" sa mamamayan.

Aminado naman si DND Sec. Delfin Lorenzana na mahirap itong gawin ngayong 2019 kaya pinalitan ang time-table.

“We cannot do it this year because the (insurgency) problem is so enormous. It has been going on for the last 50 years and we cannot end it in one year. Our target now is the remaining three years of President Duterte’s presidency,” sabi ni Lorenzana sa New Year's call ng Armed Forces of the Philippines.

Tila pinagtawanan naman ni CPP founder at National Democratic Front of the Philippines chief political consultant Jose Maria Sison ang pinakahuling hakbang ng gobyerno.

"The same military and police of the same exploiting classes cannot accomplish in three years what they failed to accomplish in 50 years," ayon kay Sison ngayong araw.

Ayon kay Sison, ginamit lang ni Duterte ang unang tatlong taon para pulaan ang sarili dahil sa mga pagpatay, pananakot, korapsyon, inflation, at "pagbebenta" ng karapatan ng Pilipinas sa West Philippine Sea.

'Pagkonti ng NPA'

Giniit naman ni Lorenzana na mapapabilis ang pagkaubos ng NPA sa pamamagitan ng isinasagawang Enhanced Comprehensive Local Integration Program (E-CLIP) ng pamahalaan.

Ang E-CLIP ay isang programang magbibigay ng tulong pinansyal at kabuhayan sa mga rebeldeng susuko sa pamahalaan.

Sa taya ng DND, nasa 4,000 na lang ang miyembro ng NPA sa buong bansa matapos sumuko ang 1,000 sa mga otoridad. Subalit, marami pa rin daw ang milisyang bayan na nakaagapay sa NPA.

“We estimate that there are around 50,000 of them (militia) who are supporting the NPA (regulars) across the country,” sabi ng kalihim.

Pinabulaanan naman ito ng CPP at sinabing gawa-gawa lang ng gobyerno ang mga nangyaring pagsuko.

"There are numerous cases across the country where so-called surrenderees have, in fact, approached local NPA units to inform of the military abuses they are being subjected to," dagdag ng grupo.

Sa sinaabing 11,000 na suporter ng kilusan na sumuko, 99 porsyento raw dito ay mga sibilyan na napilitan dahil diumano sa pagbabanta ng AFP.

Kwinestyon din ng grupo ang E-CLIP at sinabing pinagkakaitaan lang daw ito ng militar.

Dalawang panig bukas sa usaping pangkapayapaan

Sa gitna ng armadong tunggalian, hindi pa rin sinasarado ni Duterte at mga rebelde ang usaping pangkapayapaan.

“I’d like you to know we are keeping the fire burning and hindi pwedeng sarahan. You cannot afford to lose all channels of communication. Mag-iwan ka talaga maski maliit,” sabi ni Digong sa Bikol noong Biyernes.

Sinusugan naman 'yan ni Sison at hinimok ang gobyernong magpatupad ng mga kinakailangang reporma.

"...a just peace could be attained in less time than three years and at far less cost in contrast to the enemy’s futile military campaigns that are costly in terms of blood and public money," ayon sa tagapagtatag ng rebeldeng grupo.

Gayunpaman, nanindigan si Sison, na bahagi ng panel na humaharap sa peace negotiations, na hindi ito dapat mangahulugan ng pagbababa ng armas.

"The problem with the Duterte regime is that it thinks peace negotiations are merely for the surrender and pacification of the revolutionary forces and that the sincerity of the NDFP is merely the willingness to surrender to the unjust ruling system of big compradors, landlords and corrupt bureaucrats like Duterte," dagdag niya.

Matatandaang inilabas ng pangulo ang Proclamation No. 360 noong Nobyembre na pumuputol sa negosasyon. 

Sinundan naman ito ng Proclamation No. 374 noong Disyembre na nagdedeklara sa CPP at NPA bilang terrorist organizations.
