Presidential Chief of Staff makakagulo sa Malacañang - Joker

MANILA, Philippines - Magdudulot lamang umano ng malaking ka­lituhan ang posisyon ng Chief of Staff sa Malacañang kung saan napapaulat na ila­lagay ni Pangulong Benigno Aquino III ang kaniyang naging running mate na si dating Se­nator Mar Roxas.

Ayon kay Sen. Joker­ Arroyo, wala ring batas para sa tanggapan ng Chief of Staff sa ilalim ng tanggapan ng Pangulo.

“The creation of the position of Chief of Staff would cause confusion and pandenomium in Malacañang. To begin with, there is no such office created by law,” sabi ni Arroyo.

Base umano sa Administration Code of 1987, ang Executive Secretary ang pi­nuno ng Executive Office at nasa ilalim ng kaniyang kontrol ang pamamahala at superbisyon ng iba’t ibang units sa “Office of the President Proper”.

Ipinaliwanag pa ni Arroyo na ang gob­yerno ng Pilipinas ay na­ka-pattern sa go­vernment structure ng United States kung saan wala namang tang­gapan para sa exe­cutive secretary pero may isang White House Chief of Staff na gumagagawa ng trabaho ng executive secretary.

Pero sa Pilipinas aniya, walang Chief of Staff pero mayroong executive secretary na gumagawa ng trabaho ay may kapangyarihan ng sa U.S. Chief of Staff.

“There is no room for a Chief of Staff in the Philippines and historically, such an office has never been crea­ted or experimen­ted be­ cause we already have an executive secretary,” pahayag ni Arroyo.

Naniniwala si Arroyo na magkakaroon ng “power struggle” sa Malacañang sa pagitan ng Executive Secretary at ng Chief of Staff.
