Joke was on him

The bus dispatcher was quite strict. He told a couple of those queuing for bus ride on Colon Street, Cebu City one evening that the face shields they were wearing would not pass the standards. He said they did not cover the whole of the face. So the two passengers ended up looking for another ride.

Later, when the other passengers were let into the bus, an EAR informer discovered that the bus conductor himself did not have a face shield.
