In 1951 Visayas and Mindanao was struck by two natural calamities; a volcanic eruption and a typhoon. This was the action made by President Quirino:

PROCLAIMING THE EXISTENCE OF PUBLIC CALAMITY IN CAMAGUIN ISLAND, MISAMIS ORIENTAL, IN THE PROVINCES OF SAMAR, LEYTE,CEBU, ILOILO, ANTIQUE, CAPIZ, NEGROS OCCIDENTAL, NEGROS ORIENTAL, BOHOL, ROMBLON, AND MASBATE AND IN THE CITIES OF CALBAYOG, CEBU, DUMAGUETE, BACOLOD, ILOILO, AND ROXAS.

Having found that the explosion of Mt. Hibok-Hibok and the recent typhoon “Amy have not only wrought death and havoc among the inhabitants of Camiguin Island, in the Province of Misamis Oriental, in the Province of Samar. Leyte, Cebu, Iloilo, Antique, Capiz Negros Occidental, Negros Oriental, Bohol, Romblon and Masbate, and in the Cities of Calbayog, Cebu, Dumaguete, Bacolod, Iloilo and Roxas, but also threaten them with famine and epidemic, I, Elpidio Quirino, President of the Philippines, by virtue of the powers conferred upon me by section 1 of Act No. 4164 entitled “An Act to prevent the excessive increase in the prices of certain prime necessities of life on the occasion of a public calamity, penalizing the violation thereof, and for other purposes,” do hereby proclaim that a public calamity exists in the above-mentioned areas, provinces and cities and do hereby declare in full force and effect therein the provisions of Act No. 4164 which prohibits and penalizes the hoarding of palay, rice, corn, building or construction materials and the other prime necessities of life specified in the list accompanying this Proclamation and holding them for sale at prices higher by twenty-five per cent or more over and above the average current local price of such commodities one month, previous to the occurrence of the disaster, provided said current local price plus twenty-five per cent thereof does not exceed the ceiling price set in existing executive orders issued by me in pursuance of Republic Act No. 509, as amended.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.

Done in the City of Manila, this 12th day of December, in the year of Our Lord, nineteen hundred and fifty-one, and of the Independence of the Philippines, the sixth.
