Making the right move to solve the crisis

READERS' VIEWS - The Freeman

Life is like a game of chess. You have to make the right move in order to win. In order to solve the water crisis that besets the nation, President Duterte ordered his advisers to draft a new contract with the water concessionaire favorable to the people. The old and existing contract is so obnoxious and unfavorable to the government. A very good idea and a move in the right direction.

The president averred and it is the naked truth that water is a natural resource but how come that these people, the concessionaires are the ones calling the shots and dictate everything to the detriment of the government? Like for example if they do not realize the profit they intend to have during the duration of the contract it would be the government that would shoulder the cost?

When the president threatened the concessionaires that he would file a case of economic sabotage in court against them, they hastily offered a more than P7 billion as a compromise. This means that if the government would buy the idea they the concessionaires could continue with the present order of mismanagement and the people's woes of insufficient water supply would also continue.

I hope President Digong would not be misled by such a deceptive move but push through in drafting a new contract that would solve the water crisis and end the people's deprivation.

Unicameral is better

There is the tale of two proposals to have a unicameral legislature instead of bicameral.

1.) Abolish the Senate and convert the House into a "unicameral national assembly" whose members are elected the way as they are - by congressional district.

2.) Abolish the House and convert the Senate into a "unicameral national assembly" whose members are elected by region (senatorial district).  Three per region.

I prefer the second option.

A bloated bureaucracy breeds inefficiency.
