Are Chinese crimes and job-raiding being tolerated?

WHAT MATTERS MOST - Atty. Josephus B Jimenez (The Freeman) - December 18, 2019 - 12:00am

Are we really afraid of the Chinese that we seem to be treating them with much tolerance, and allow them to create chaos, commit crimes, and let them snatch jobs from our own workers?

There are hundreds of Filipinos who have been convicted and sentenced to death in China for various crimes, many of which are drug-related. The Chinese legal and judicial systems are unforgiving to the Filipinos. But here, there are hundreds of thousands of Chinese who are seemingly being tolerated for various troubles and crimes. We are too harsh on Americans, but we seem to cower in fear when it comes to the Chinese. They do not only rob us of our territories, they also rob our labor force of local jobs that are manual, menial, and require no skills. Why is the Philippine government seemingly subservient to Beijing even as we speak harshly against President Trump and the Americans?

Aside from too many POGO operations allegedly with various tax problems, to the tunes of millions, if not billions, many Chinese nationals who are here as tourists, are reported to be involved in kidnapping syndicates victimizing their own fellow Chinese. Here is their modus operandi, as I was told by some police informers. They engage in the business of lending money in casinos to fellow Chinese who gamble as high rollers, and when they are not paid, they would kidnap the borrowers and torture them. The women are even allegedly raped. They would then contact their families to pay ransom or else the victims will be neutralized.

These crimes are giving our country a very bad name. These people are also involved allegedly in some illegal drug operations. We all know that China and the Golden Triangle are major sources of prohibited drugs. And so, what is our government doing to address these issues? While we want tourists, we do not want personae non grata to exacerbate our social problems in our own land. These Chinese are doing these shenanigans here because in China they would be executed for such crimes. Here, we have a very bad reputation that the police can be bribed, the prosecutors can be bought, and even judges can be corrupted. I do not buy that crap but that is our image because our own media is putting the authorities in a bad light.

The more serious problem that I am concerned about is the exodus of too many Chinese job seekers masquerading as tourists (aside from too many Koreans) who snatch local jobs, even construction work, manual labor, from our own workers. We have the worst unemployment rate among ASEAN member economies and yet we allow this travesty. The DOLE should be reminded that under Article 40 of the Labor Code, they are not allowed to grant an employment permit to any non-resident alien, if and when there is any Filipino who is competent, available, and interested to take the jobs. Why are there too many ads announcing aliens asking for permits for jobs that our own people can and will do?

The Chinese are the ones who are posing grave and imminent dangers to our economy. We should not stop being vigilant and protective of our own interests. No one is more interested in helping Filipinos but ourselves.
