The old congressional districts of Bohol (Part 8)

In the 1700s, the island of Bohol was part of the Diocese of Cebu. The proximity of the island of Cebu to Bohol resulted in migration and inter-marriages between the two places. Majority of Cebuanos and Boholanos are interrelated by affinity or blood, the result of this is that their politics and religious practices share common roots.

These were the Representatives of the old 2nd District:

OLEGARIO BUTALID CLARIN (additional information): Senator Olegario, who became a widower, surprised the town of Loay, Bohol, by marrying a young Chinese lass by the name of Zoila “Inday” Lim on January 22, 1949. He had his help from his mother-in-law, Filomena vda. de Lim and his elder sister, Eustaquia Clarin Fernandez. Senator Olegario is the founder of the Circulo Boholano de Cebu, registered on July 10, 1910 making it the first registered organization outside Manila. At present there are about 200,000 Boholanos in Cebu.

The Clarin Clan has produced lawyers, other clans may have lost its surname because of marriage but the clan has descendants who have become members of the Roll of Attorneys of the Philippines. Among those who belonged to the clan are Jesus T. Clarin of Dauis (admitted to the Bar on April 30, 1953), Paulino G. Clarin of Dagohoy (admitted to the Bar on February 28, 1958), Dominador Clarin (admitted to the Bar in 1940) and Carlos C. Fernando of Loboc (admitted to the Bar on May 5, 1989).

MARCELO S. RAMIREZ. Served the district during the 8th Philippine Legislature from 1928-1931 and the 9th Philippine Legislature (1931-1934).

MACARIO Q. FALCON. Represented the district for one term, this was during the 10th Philippine Legislature in 1934 but was cut short in 1935 with the passage of the 1935 Constitution. He was a doctor of medicine.

OLEGARIO BUTALID CLARIN. Olegario Clarin came to back to the House of Representatives when we had our first elected president on September 16, 1935, in the person of Manuel Luis Quezon. The Philippine Congress became unicameral in 1935 as the newly approved Constitution abolished the Senate reverting to the 1907 Congressional setup. He served the 1st National Assembly (1935-1938) and the 2nd National Assembly (1938-1941). In 1946 Olegario was elected senator to which was then called as the 1st Congress. (To be continued)
