The presidential proclamation on Tres de Abril as holiday
For the record there was only one Philippine president who acknowledged the heroism of the Cebuano KKK against the Spanish colonizers. The presidential proclamation declaring April 3 as Holiday in Cebu has never been replicated by any president.
The Cebu City government, through the Cebu Historical Affairs Commission and Cebu Historical Affairs Office, yearly celebrates the battle that served as the catalyst of the eventual liberation of the Philippines from Spain. Days after the uprising on April 10, 1898, Cebuanos held the country’s first flag-raising ceremony. However, this historical event is ignored by national officials either due to ignorance or arrogance by Imperial Manila.

PROCLAMATION NO. 188
DECLARING MONDAY, APRIL 3, 1967, AS A SPECIAL PUBLIC HOLIDAY IN THE PROVINCE AND CITY OF CEBU.
WHEREAS, Monday, April 3, 1967, marks the Cebu uprising in the fight for Philippine emancipation from Spain; and
WHEREAS, it is fitting that the residents thereof be given ample opportunity to celebrate the event with appropriate ceremonies;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by Section 30 of the Revised Administrative Code, do hereby declare Monday, April 3, 1967, as a special public holiday in the Province and City of Cebu.
IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
