Lorenza C. Borces Street, Cebu City

It is the formerly unnamed road in Barangay San Jose, Cebu City, from the corner of Kauswagan Road to the Butuanon River. The honoree, Lorenza C. Borces was born on August 10, 1927 and together with Melitona Colina initiated the creation of a separate barrio apart from the Barrio of Talamban.

 

Through their efforts, the Sangguniang Panlungsod of the City of Cebu, approved City Ordinance No. 733 dated November 29, 1971, otherwise known as “An Ordinance Organizing the five sitios of Panuayon, Kapangi-an, Buljo, Tigbao and Kantomagsing of Barrio Talamban into a new barrio to be called as Barrio San Jose.”

During the creation of the new barrio of San Jose, Borces served as the barrio secretary of the barrio council headed by then Barrio Captain Rolando Basingo, and in 1982 she was elected as the second Barrio Captain of Barrio San Jose (it was the first election for barrio officials and at that time the officials received no honorarium).

It was Barrio Captain Borces who initiated for the acquisition of the lot in Purok 1 for the construction of the barrio hall. Other projects she accomplished were the acquisition of the road lot going to Purok 3, the electrification of the whole barrio, the construction of various artesian wells, and the rehabilitation of the barrio roads.

During her term as barrio captain, Borces was awarded as one of the Ten Outstanding Captains of Cebu City and she was also recognized as one of the Most Outstanding Women in Community Development in 1990.

In 1998, the Barangay Council of San Jose passed a resolution requesting Cebu City through the City Council to approve the naming of barangay roads in San Jose. When this was referred to the Cultural and Historical Affairs Commission (CHAC) this was disapproved because it was still not past the five years reglamentary period from the date of death of Borces who died on June 1997.

On September 25, 2017, the CHAC supported the naming of the road in honor of Borces and the City Council on April 10, 2018 enacted the street naming ordinance under City Ordinance No. 2492.

According to the book of Evangeline Lavilles-de Paula, daughter of Atty. Gervasio L. Lavilles, the brains of the Cebu City Charter, the barrio was called San Jose in honor of the Cui family, the founders of the Hospicio de San Jose in Barili, who owned a large area of land in the sitios. They then took the name San Jose and set its fiesta every 1st of May to honor their patron saint.
