Coming soon, Federalism?

PERSPECTIVE - Cherry Piquero Ballescas - The Freeman

In his next State of the Nation address (SONA), DU30 will most likely boast about his successful campaigns. Top on the list will be what to him is a successful anti-drug campaign. Look at the rising statistics of drug addicts killed. Include the cops and the mayors recently killed because of their alleged drug connection.

Are the killings the only gauge for the effectiveness of the anti-drug war of DU30? What about the unabated entry and supply of drugs all throughout the country? How many of the big drug suppliers and drug lords have been arrested and duly punished? Has the involvement of DU30's son been cleared?

DU30's anti-drug war policy is, at best, selective, anti-poor, and incomplete. Only the poor and the powerless are included among the dead and arrested. The rich and powerful suppliers and drug lords are still in business. Du30 may be better off not including this anti-drug campaign as one of his achievements.

He will be happy to report, for sure, about the so-called independence of the Supreme Court justices in ousting the Chief Justice. Or perhaps he may not report this in his SONA as the public may realize finally, if they have not yet done so, that the Chief Justice was ousted because she bravely criticized DU30 policies, especially about the extra-judicial killings (EJKs).

He may gloat about the coming Federalism which is now more clearly in view, with the Constitutional Committee (CON-COM) approving its report five months after they have been created by DU30. It does not matter whether recent survey results reported that only one in four Filipinos know about Federalism. It will not also matter whether only 37 percent agree with a federal system of government, 29 percent disagreeing, and 34 percent still undecided.

DU30's minions in Congress will ensure the quick passage and approval of Federalism through CON-ASS (Constituent Assembly). After all, like the Supreme Court, DU30 controls the numbers in the Legislature.

Will the following scenario posted in FB take place? One, the CON-COM, after it approves its work will submit the draft constitution to DU30 who, in turn, will endorse this to Congress.

Next, Congress will convert into a CON-ASS. The Senate may disapprove but the DU30-controlled House will insist on its way and the Senate has no other recourse but to go the Supreme Court, which is DU30-controlled.

Next, the CON-ASS will amend the draft to allow for term extension of the President and other public officials, including their own! They could also decide that there will be no elections (NO-EL) in 2019. The CON-ASS will proceed to submit their draft for plebiscite. With DU30's control over the LGUs, PNP, AFP, and other institutions, they can force the people to ratify.

Or will the President instead declare nationwide martial law and have the Constitution "ratified " through Barangay or Citizen's Assemblies? Like his idol Marcos, will DU30 do a Marcos 2 and illegally change the Constitution?"

Will the DU30 Constitution also pave the way for the return of the Marcoses? If the present election protest of Marcos Jr. does not move faster in installing him as vice-president, will the approval of the new Constitution be the faster route for a Marcos return to Malaca?ang?

With controlled media and their fake news reaching the public, with trolls still in business for spreading fake news, with public funds spent to pay their pro-Federalism propagandists, and with the sad but real situation of voters swayed by money instead of issues, DU30 and his minions must be in heaven now with their god!
