City evaluating firm pursuing SRP carnival

CEBU, Philippines - For this year’s Kasadya sa SRP, the Cebu City government is evaluating a company that will put up the carnival with the aim to generate income from its property.

Kasadya sa SRP, held at the South Road Properties, is an annual event from December to February which offers carnival and food strings, among others, to the local and foreign visitors of the city.

City Administrator Veronica Morelos said she was instructed by Mayor Tomas Osmeña to bid out the event to any company capable of putting up the carnival.

As of now, she said, only one among three bidders is interested to pursue with the transaction.

“There are three interested but because of time constraints, ni-back out ang duha. So isa na lang nagpabilin, ang Three Z Carnival. But karon, ga-undergo pa og post qualification or post evaluation.  We are examining the technical proposal and other legal requirements,” she said.

Morelos said the city initially bid out the project at P2 million, but the Three Z Carnival, based in Zamboanga City, is interested to push through with the project at P2.6 million from December to February.

She said this is the first time that the city bid out the project to all interested parties, aiming to generate income.

“Ang agreement, sa share sa amusement tax, mo-share sila og minimum of P2 million, but ni-bid sila og P2.6 million. Maka-earn na ‘ta, mura’g mahog na ta og guarantee nga P2.6 million sa duration sa December to February,” she said, adding that the city will also earn from the rides at the carnival.

Morelos said the city government will not disburse funds for the project.

She said the city’s consideration in declaring the winning bidder is the track record of the company, its financial capacity, how it operates, and the safety of the riding public.

“We required them to put up insurance. Sa atong proposal, mohatag sila sa 50 percent of the bid price. I mean, fix nga P1 million ang down payment,” she said.

This year, the city will generate more income from the event compared in the previous years, according to Morelos.

Initially, it was set that the company will set up the carnival rides, parlor games, and food court and sell fireworks on November 15.

The schedule of moving out is on March 5 to March 15, 2017.

Among the rides inside the carnival are sky liner, hurricane coaster, frees bee, bump car, bumper boat, scramble, flying bee, horror train, dragon coaster, lantern wheel, Viking ride, ferries wheel, caterpillar, super twister, and galactic.

Under the proposal, Three Z Carnival will put up fence with one entrance for proper checking and will provide 24-hour security personnel for the security of the carnival goers. (FREEMAN)
