Outgoing SP lauds Gwen for achievements
CEBU, Philippines — The 16th Sangguniang Panlalawigan (SP) of Cebu gave a plaque of appreciation to outgoing Governor Gwendolyn Garcia last Monday, June 23, 2025 in recognition of her leadership during her time as governor.
Right after the final session of the 16th Provincial Board at the Capitol Social Hall yesterday, the plaque was personally handed over to Garcia in her office by outgoing Vice Governor Hilario Davide III, who led the board in expressing its collective gratitude to Garcia’s contributions throughout her term.
The plaque praised Garcia for her “sterling and inspiring leadership” that elevated Cebu to “unprecedented heights”, eventually earning its recognition as the top-performing province in the Philippines.
“For her unwavering love and dedication to the people of Cebu, her tireless efforts in advancing the welfare of every Cebuano, and her visionary stewardship that has fostered unity, growth, and pride among our people, we express our heartfelt appreciation and deep admiration,” the citation read.
It further emphasized that Garcia’s legacy of service “will forever remain a beacon of excellence for future generations”, emphasizing the impact of her governance beyond her term in office.
The Provincial Board also passed en masse a resolution expressing appreciation for the outgoing governor’s invaluable support to the 16th SP during her administration.
Davide, who is also stepping down from his post, took a moment in his farewell speech to personally thank Garcia for the trust she had placed in him.
“Serving our beloved province with her was truly an honor and a privilege,” he said.
Other outgoing Provincial Board members, in their valedictory speeches, also showed deep gratitude to Garcia, commending her unwavering dedication, visionary leadership, and numerous accomplishments for Cebu.
Board Member Thadeo Jovito “Jonkie” Ouano of the 6th District described Garcia’s leadership as “fearless, brave, and decisive”, which he said helped strengthen Cebu’s governance and development.
The session marked the official end of the 16th SP, whose members represented Cebu’s seven legislative districts, including ex-officio members from various local government leagues.
The 1st District was represented by Kathleen Daan and Raul Bacaltos, while the 2nd District included Stanley Caminero and Raymond Joseph Calderon. The 3rd District was represented by John Ismael Borgonia and Victoria Corominas Toribio.
From the 4th District, Kerrie Keane Shimura and Minuela Carmela Franco served as board members. The 5th District had Andrei Duterte and Michael Joseph Villamor. The 6th District was represented by Thadeo Jovito Ouano and Glenn Anthony Soco. The 7th District’s representatives were Jerome Librando and Cesar Baricuatro.
Ex-officio members included president of the Councilors League Nick Pepito, president of the Liga ng mga Barangay Celestino Martinez III, and Loren Singco of the Sangguniang Kabataan Federation. — (FREEMAN)
