Pacquiao's role in Kadaugan faces scrutiny

CEBU, Philippines — Amid criticism over senatorial aspirant Manny Pacquiao's portrayal of Lapu-Lapu in the Kadaugan sa Mactan celebration, the Commission on Elections in Central Visayas (COMELEC-7) clarified that there is no issue with his participation as long as it has been approved by the main office in Manila.

COMELEC-7 Regional Director Atty. Francisco Pobe emphasized that election laws regarding public performances by candidates are not absolute.

The Republic Act 9006, or the Fair Election Act, governs election campaign activities to regulate political advertisements, propaganda, and campaign conduct. Among the regulations stipulated in the Act is the prohibition of certain activities during the campaign period. This includes showing, displaying, or exhibiting any movie, documentary, concert, or performance portraying the life or biography of a candidate, or where a candidate is portrayed by an actor or media personality.

“The better way there is to ask for exemption or ask permission para e allow ka sa imong gibuhat,” Pobe said.

He clarified that candidates could request exemptions from COMELEC if they can justify their participation in such activities.

"To avoid any color of doubts, because one of the persons involved is a politician and candidate, they better ask permission from the COMELEC so that it could be clearer for everybody," Pobe added.

He further urged politicians to follow official advisories and seek proper guidance from election authorities.

"Our rules and regulations for campaigning are there. One way there is to follow the instructions, follow the advisory. In case of doubt, inquire from us so that we will be able to give you the guidance and the information," he said.

Meanwhile, Garry Lao, head of tourism in Lapu-Lapu City, revealed that Pacquiao’s team is in the process of seeking permission from COMELEC Manila.

Lao also mentioned that the city has prepared contingency plans in case Pacquiao is barred from participating.

“If dili jud siya ka-portray… we already have an option. If dili allowed, well, naa man tay other options jud,” he said.

He stressed that the priority is ensuring a successful celebration of Kadaugan sa Mactan, regardless of Pacquiao’s involvement.

“Everybody is entitled to their own opinion, and the important thing is ma-deliver nato ang celebration sa Kadaugan sa Mactan, that’s the main objective of the event,” he added.

The boxing legend last portrayed the role in 2008 alongside his wife, Jinkee, who played Reyna Bulakna, and actor Dennis Trillo as Ferdinand Magellan.

As of this writing, Pacquiao’s camp has yet to issue an official statement regarding COMELEC’s decision on his participation. – FPL (CEBU NEWS)
