House-to-house distribution

CEBU, Philippines — Cebu City Mayor Edgardo Labella has issued an executive order establishing the guidelines on the distribution of financial assistance for persons with disability (PWDs) during the community quarantine period in the city.

The distribution of the PWD financial assistance started yesterday.

The P3,000 financial aid represents the assistance for the months of April, May, and June.

Under City Ordinance 2456, qualified PWDs of the city are entitled to financial assistance of P1,000 a month.

Per Executive Order 87, the distribution shall be through house to house, in so far as applicable. Otherwise, such distribution shall be performed in designated areas nearest to residences of the PWDs, provided that social distancing measures shall be strictly observed at all times.

The recipient PWD shall put a signage/marking on the door/gate/front of his/her residence indicating his/her full name with PWD ID number.

The qualified PWD is required to wear a face mask during the distribution process and present his/her original PWD Identification Card.

The recipient PWD shall use his/her own ballpen in signing the payroll. No thumb mark shall be allowed.

In case the beneficiary is mentally challenged/young children, his/her parent/guardian/closest kin shall be allowed to sign the payroll.

Authorization letters shall be honored provided that a valid reason shall be stated clearly why the PWD could not personally claim the financial assistance.

If the recipient PWD has died prior to the distribution, his/her parent/guardian/closest kin shall be authorized to claim the assistance.

If the month of death is in April, the amount to be released is P1,000; May, P2,000; and June, P3, 000.

The authorized claimant shall present the following: PWD ID, which shall thereafter be surrendered to the disbursing officer, death certificate of the recipient PWD, and authorized claimant’s government issued ID or voter’s certification or barangay certification.

No PWD financial assistance distribution shall be done within the City Hall during the community quarantine period and that violating it will be dealt with accordingly.

The Persons With Disability Assistance Office of the Department of Social Welfare and Services (DSWS), City Treasurer’s Office (CTO) and all concerned departments, and the Cebu City Police Office (CCPO) are directed to implement the executive order, in cooperation with the barangays. — GAN (FREEMAN)
