CEBU, Philippines — The Department of Social Welfare and Development-7 is operating a 24/7 center in its implementation of Social Amelioration Program in Central Visayas.

The program, called the DSWD-7 OpCen, is part of DSWD’s drive to provide assistance to eligible poor families through the 132 local government units in the region.

DSWD-7 OpCen opened on March 24 in response to the call of Task Force for the Management on Emerging Infectious Disease in Central Visayas (IATF-MEID – 7) for an operations center in the wake of the increasing COVID-19 cases in the region.

The center started operating 24/7 after DSWD-7 received a memorandum in the first week of April, serving as operations hub for the implementation of SAP.

“When we started, the meeting was every day. We institutionalized the 9 AM meeting because we see that while the operations were ongoing there were sprouting concerns,” said DSWD-7 Assistant Regional Director for Operations Shalaine Marie S. Lucero.

Meetings are held every Monday with participants focusing more on monitored areas.

The OpCen created a grievance team tasked to answer inquiries and look into concerns and complaints from the public.

The SAP Grievance Monitoring Tracker has received 37,875 Facebook chats, 1,498 emails, 2,703 calls, and 3,454 text messages from April 10 to May 22. Most concerns received by the grievance team included inquiries on qualifications and errors.

Lucero said that if there are concerns on the program’s implementation, there are Technical Assistance and Resource Augmentation (TARA) persons who would oversee the LGUs and connect them to the Local Social Welfare Officers.
