Special permit needed for civil works in city

CEBU, Philippines — Cebu City Councilor Eugenio F. Gabuya Jr. has proposed an ordinance requiring the conformance of the Department of Public Works and Highways (DPWH) to meet some criteria before permits are given for civil works.

In the proposed ordinance, the application for permit to undertake excavations, insertions, or restorations shall be filed with the Cebu City Department of Engineering and Public Works (DEPW), and shall be in accordance with the verification of the compliance of DPWH established road width by the Cebu City Planning and Development Office, plans approved by the DEPW, and DPWH and the implementing rules and regulation of this ordinance to ensure public safety.

In the policy of the Cebu City Government, it provides that it should adopt measures to suppress nuisance and illegal structures that pose inconvenience and risk to the safety of the inhabitants.

That is why there is a need to regulate all the civil works within the city’s territorial jurisdiction.

The proposed measure is to strengthen the foundations of any civil works by implementing stricter requirements to avoid any incidents that may serve as inconvenience and may put the public at risk.

Sanctions will be given when, upon inspection, any or all of the given conditions for the issuance of permit are violated.

The Council has referred the proposal to the committee on laws.  GAN (FREEMAN)
