Comelec proclaims Garganera

CEBU, Philippines — The Commission on Elections has officially proclaimed Councilor Joel Garganera as winner in the last May 13 elections following the disqualification of Councilor Sisinio Andales. He would complete the eight councilors representing the North District in the Cebu City Council.

The proclamation was held yesterday afternoon in the Comelec Manila by the Special City Board of Canvassers of the North District of Cebu City. Garganera is scheduled to take his oath of office today before Cebu City Mayor Edgardo Labella.

Asked about his committee preference, the newly-proclaimed councilor said that he is more interested in the “police, environment, and the heritage.”

Andales said he will vacate his office as soon as a writ of execution is issued by the Comelec en banc. As of yesterday, Andales said he has yet to receive a copy of the writ of execution.

Garganera replaced Andales, whose candidacy was cancelled by the poll body for violation of the three-term limit. The Comelec en banc granted the petition of Allen Canoy seeking for the cancellation of Andales’ certificate of candidacy and that of Councilor Alvin Arcilla for having completed three consecutive terms already in 2010-2013, 2013-2016, and 2016-2019.

Despite the constitutional ban, Andales and Arcilla filed their COCs in the last May 13 elections arguing that ban does not apply to them because their terms were interrupted by their suspension from office.

Andales placed fifth in the last elections with 106,185 votes while Garganera landed on the 10th spot with 96,561 votes. Arcilla, on the other hand, placed sixth with 104,476 votes but was also replaced by Councilor Jerry Guardo who finished ninth place with 99,115 votes. Guardo already assumed office on July 1.

On his last day at the City Council yesterday, Andales proposed two resolutions which were approved by the legislative body--- One is requesting the Department of Engineering and Public Works to clear the canals of trash and debris along Dimasalang street of Barangay Pahina Central, Sanciangko Street corner Leon Kilat Street; and the other is commending and congratulating Rinna Babanto and Aidaine Laxa for winning the gold medal in the International Taekwondo Championship 2019 in South Korea.

Garganera said he will reintroduce his proposed measures in the previous years that were not approved because of lack of support from the majority. He was referring to his proposed codification of all 60 traffic-related ordinances in the city and the preservation of heritage sites in the city.

Garganera said he will also work on the implementation of his ordinance against vandalism.

He assured that even if he would not have a committee chairmanship, he will continue to perform the tasks asked of him.

“The last two years, wala man committee, dili raman na babag. Perhaps, matagaan og priority sa mga chairmen akong proposals. I have no qualms about that (not having chairmanships and memberships),” he said.

Garganera said he would ask the executive department on how he could be of help on matters relating to police, environment, and heritage. (FREEMAN)
