Traffic enforcer hit, injured by motorcycle driver

CEBU, Philippines — A traffic enforcer was hit by a man who was driving a motorcycle without a license along Governor Cuenco Avenue near a mall in Barangay Kasambagan, Cebu City, around 3 p.m. last Monday.

The victim was identified as Richard Jao Porcia Alicante, 27, currently assigned to Cebu City Transportation Office (CCTO), while the suspect was 29-year-old Lloyd Caballes Bularin, a motorcycle-for-hire driver and a resident of Sitio Cadahuan, Barangay Talamban, Cebu City, who was driving a Yamaha Soul motorcycle with license plate number GE 92277.

According to Police Master Sergeant Edgardo Becoy, the accident happened while the victim was manning traffic.

Alicante said he noticed the suspect was driving his motorcycle overloaded. He said he tried to flag down the suspect but Bularin allegedly sped toward him instead, hitting him and throwing him to the pavement. None of Bularin’s passengers were injured.

Bularin was later arrested by responding policemen of the Mobile Patrol Group.

Alicante was brought to the Cebu City Medical Center for treatment, while Bularin was taken to the CCTO and is set to face charges for reckless imprudence resulting in physical injury and for driving without a license before the Cebu City Prosecutors Office. — Joebelyn Carvajal (FREEMAN)
