CHR-7: Martial Law extension not at all necessary

CEBU, Philippines —  The Commission on Human Rights (CHR)-7 has echoed the statement of its head office that was issued even before Congress approved the martial law extension in Mindanao.

CHR-7 Regional Director Arvin Odron said the commission is firm in its position that the government does not have to resort to declaring martial law in any part of the country because the police and military forces are equipped and well capacitated to stop crimes and lawlessness.

"The martial law declaration is an extraordinary measure that the 1987 Constitution prescribes as reserved only to instances of actual invasion and rebellion. Martial law is never meant to be the status quo," he said.

The CHR-7 official said its agency underscores the need of the government to respond to reports from those on the ground on human rights violations by way of investigating such claims.

"If we are to bring peace in Mindanao, it has to be inclusive and durable -- not at the expense of others and their rights," said Odron.

Cebu Archbishop Jose Palma, for his part, emphasized that the martial law extension has been "debatable," some agreeing while others oppose.

He believed he is not in the position to ascertain whether this policy is needed and beneficial for people in Mindanao.

But he challenged the faithful to make a good judgment if indeed this policy is for the betterment of the communities there. — GAN (FREEMAN)
