CEBU, Philippines — Cebu City Mayor Tomas Osmeña has accused former mayor Michael Rama of overpricing the procurement of vehicle clamps during his administration.

In his Facebook post on Saturday, Osmeña said Rama bought 100 Denver Boots clamps at P44,950 each or a total of P4,495,000. The mayor said the amount was overpriced because the city recently bought the same number of clamps for only P845,700.

Based on the purchase order dated July 7, 2017, United Automart supplies the small unit of clamps at P 7, 860 each while P 9, 850 for big clamps. The city government procured 70 units for small clamps and 30 units for big clamps.

“After taking his place, I ordered the same number of clamps for P 845, 700 per unit, his clamps cost more than FIVE TIMES the amount mine did. Did anyone from his party say anything?” reads Osmeña’s post.

Osmeña said the procurement was not only overpriced, the supplier from Surigao Del Norte also failed to submit performance bond. Osmeña said he cancelled the transaction when he assumed office in 2016.

“In one purchase alone, I saved the taxpayers of Cebu over 3.6 million pesos,” Osmeña said.

Rama denied the allegation, saying the procurement has gone through the process. He said Osmeña was just good at attacking his administration.

"Wala man lang na siya'y laing gitan-aw kundi looking for corruption directly sa ako.  I pity him because it was never in my cup of tea the matter of corruption.  I don't know about that," Rama said.

Rama said Osmeña is questioning almost everything, including individuals who are experts on a certain matter.

"He is not hitting me only,  he is hitting people who are lawyers,  people who carry with them diploma... Kana akong kaatbang is a person who doesn't have diploma," Rama said.

Rama said Osmeña knew that he will face him again and that he never won the last elections. The former mayor had already announced that he will challenge Osmeña in 2019. (FREEMAN)
