3 ABC presidents oppose move to abolish barangay councilmen

CEBU, Philippines - At least three presidents of the Association of Barangay Councils in Cebu are opposed to the proposal to abolish the barangay councilmen.

Raul Cabañero, ABC president of Talisay City, instead suggested trimming down the number of councilmen. He said Congress can reduce the number of councilmen from seven to five to save money.

House Speaker Pantaleon Alvarez has proposed the abolition of barangay councilmen and SK because he deems these positions to be useless and waste of government funds.

Cabañero said it is very difficult for the barangay captain to run the affairs of the barangay without the help of the councilmen. He said each member of the barangay council is given a committee to handle.

“Siya (barangay captain) na ang mulihok para sa tanan, wala na siyay kauban kung abolison man gali ang mga councilor ug SK. Kinsa man ang motabang para sa kapitan? Kinsa ang motabang para pag-implementar sa mga projects ug sa mga paghimo og ordinansa, unsaon paglihok nga wala koy kaabag, wala mabilin sa barangay,” Cabañero said.

He, however, admitted that some barangay councilmen are not functioning. 

Justin Dakay, ABC president of the City of Naga, shared Cabañero’s position. Dakay said it would be very difficult for the barangay captain, especially in big barangays like his in Uling.

“Unsaon pagsulbad sa problema kung wala ang konsehal, maapektahan ko kay kada konsehal naay gidala nga komitiba, ari na ma-focus sa kapitan labi na ang kumbati sa druga , magsamot kalisud ang kapitan,” he said.

Dakay suggested that a purok system should be established in lieu of the councilmen, if the proposal will push through.

“Kung ila gyud na kuhaon, pwede nga way kagawad (basta) atong i-implement ang purok system. Magbutang ug tawo sa kada purok silbi mga leaders nga maoy mo-represent sa kada purok,” he said.

For Cebu City ABC president Philip Zafra, a consultation should be made before any action should be taken by Congress.

“Well, dili tingali  mao ang sitwasyon sa tanan nga barangay kay sa amo (barangay Tisa) lang for example naa man gyud silay trabaho kay gipang-assignan man sa committee chairmanship and ni-perform man sad sila accordingly,” Zafra said on Alvarez’ premise that councilmen are useless.

“Mas maayo siguro ila sad ikonsulta. In fairness sad sa Liga ng mga Barangay ng Pilipinas kay usbon nako ang barangay is the basic political unit sa gobyerno mas maayo gani i-empower ang barangay kontra nga i-abolish ang miyembro sa barangay council kay ang barangay mas nasuhito man kun unsay mga suliranan og problema sa matag lugar niini kay ang problema sa nasod naggikan man sa barangay,” he added.  (FREEMAN)
