Guidelines sa production shoots naging kontrobersyal!

MANILA, Philippines — Pinaalala ng Film Development Council of the Philippines (FDCP) na kinakailangang magpa-register ang lahat ng production shoots base sa guidelines ng FDCP-DOH-DOLE.

At kasama sa mga kailangang magpa-register ay ang mga sumusunod :

A. Film Production 

b. Television Program Production

c. Advertising content production 

d. Corporate Audiovisual Production (AVPs)

e. Animation Production

f. Live event production without the physical presence of audience, patrons, or guests inclu­ding but not limited to concerts, live shows, variety shows, theatrical or stage performances, panel discussions recorded as content for various distribution platforms like online streaming, the internet, television, and the like.

g. Other audiovisual content production.”

Nationwide umano ang coverage nito.

Nauna nang sinasabi ng FDCP na ang nasabing guidelines nila ang kailangang sundin dahil approved nga ito ng Department of Health and Department of Labor.

“Each production company from the above categories must register their scheduled production at least seven (7) days before commencement and submit the following:

“In line with the reportorial requirements of the FDCP-DOLE JMC No. 001 S. 2020, all scheduled production shoots (whether for film, TV, web, and other audiovisual content) must be reported to DOLE and FDCP. The form will contain specific details of the planned production shoot including the people participating at the production site.

“This form is for production companies to manifest their compliance with Republic Act 11058 or the Occupational Safety and Health Standards Act and DOLE-FDCP Joint Memorandum Circular 001, Series of 2020 on the Guidelines Governing the Working Conditions and Occupational Safety and Health of Workers in the Audio-Visual Production Industry. This also spells out their commitment in providing and maintaining a safe and healthy workplace for all workers. This must be submitted to the FDCP prior to the start of the production shoot.”

Marami pang nakasaad sa nasabing guidelines ng FDCP, DOH and DOLE.

Pero mabilis itong kinontra ng industry leaders dahil bakit diumano kailangang may ganito kahigpit na guidelines samantalang lahat naman talaga ay kailangang mag-ingat.
Dagdag trabaho pa umano ito sa mga producer at malaki rin ang dagdag gastos ngayon dahil sa ‘new normal’ set up.

Sa kabilang banda, sinabi ni Sen. Tito Sotto na wala na sa mandate ng FDCP ang maglabas ng  ganitong guidelines. “The FDCP is going overboard in its mandate, hindi na tama!,” sabi niya sa interview ng ABS-CBN.com.

“It is not within the powers and functions of the FDCP to issue such an order affecting the entire audio-visual sector as it is not in any way related to, and in the furtherance of, the purpose for which the agency was created  which is to promote and support the development and growth of the local film industry only,” ayon pa sa kanyang sulat kay Chair Liza Diño.

Wala na raw planong sumagot si Chair Liza ayon sa isang source dahil ang nasabing guidelines ay base na sa Joint Administrative Order sa Health and Safety Protocols for the Conduct of Film and Audiovisual Production Shoots and Audiovisual activities during COVID-19 Pandemic.

Ohhh. Sanga nga ay maging maayos ang lahat para magkaroon na rin trabaho ang maraming showbiz workers na nganga sa kasalukuyan dahil pa rin sa patuloy na pagdami ng positive cases ng COVID-19 sa bansa.
