MANILA, Philippines — Makaraan ang isyu ng pagpigil umano kay dating Department of Foreign Affairs Secretary Albert del Rosario sa Hong Kong, kinansela na ng pamahalaan ang lahat na inisyung “diplomatic passports” ng mga dating kalihim ng DFA at maging mga dating ambassador.

“The DFA Office of Consular Affairs (OCA) will be issuing an order shortly, cancelling all courtesy diplomatic passports,” ayon sa pahayag ng DFA.

Ito ay makaraang sabihin ng Malacañang na hindi ginamit nang tama ni Del Rosario ang “diplomatic passport” sa pagtungo niya sa Hong Kong.

Sinabi ng DFA na nag-iisyu na sila ng diplomatic passport mula pa noong 1993 sa mga dating DFA secretaries at ambassadors.

Inamin din nila na inisyuhan nito si Del Rosario noong Disyembre 20, 2016 na inaprubahan ni dating Secretary Perfecto Yasay Jr. at may bisa hanggang Disyembre 19, 2021.

 Nitong Hunyo 18, na-revalidate ang pasaporte ni Del Rosario ng DFA Office of the Consular Affairs- Diplomatic and Official Passport Section para sa “business trip” sa Hong Kong.

Ngunit iginiit ng DFA na ang pag-iisyu ng diplomatic passport ay upang bigyan lamang sila ng karaniwang pribiliheyo sa mga “immigration points” sa ibang bansa.

“Diplomatic passports have been issued to former DFA secretaries as well as ambassadors as a matter of courtesy, not to confer them with diplomatic immunity under the Vienna Convention, but only to accord them the usual port courtesies at immigration points abroad,” ayon sa DFA.
