Dahil dito, sinabi ni Vega na may memorandum of agreement (MOA) nang binabalangkas sa pagitan ng Department of Health (DOH), Armed Forces of the Philippines (AFP) Bureau of Fire Protection (BFP) at Philippine National Police (PNP).
