MANILA, Philippines — Inatasan ni Department of the Interior and Local Government (DILG) Secretary Benjamin “Benhur” Abalos Jr. ang Bureau of Jail Ma­nagement and Penology (BJMP) na ma­gsagawa ng medical screening at physical exams para sa mga Persons Deprived of Liberty (PDL) bago sila tuluyang ipasok sa piitan.

Ang kautusan ay ginawa ni Abalos sa isinagawang command visit sa BJMP National Headquarters nitong Martes, upang talakayin ang updates hinggil sa jail congestion, manpower at drug testing sa mga piitan.

“Kung pwede tayong mag-conduct ng test para sa TB (tuberculosis), test para sa HIV at hepatitis para sa PDLs, mas mainam kapag magawa natin ito. After all, at risk ang greater population sa loob ng mga jails kung may infected na individual,” ani Abalos.

Nabatid na hanggang noong Hunyo 30, 2022, ang BJMP ay mayroon nang kabuuang 131,193 PDLs sa may 477 bilangguan sa buong bansa.  Ito ay 387% congestion rate kung saan 337 jails ang congested.

“Mas mabilis ang infection kapag siksikan sa facilities natin. And now we have the problem of monkeypox. So what I want is for us to come up with a memorandum circular on the prevention and response of the BJMP in relation to Monkey Pox,” ayon pa kay Abalos.

Idinagdag pa ni Abalos na dahil sa problema sa mga siksikang bilangguan, na may kabuuang 18,696 jail personnel na nagbabantay sa mahigit 131,000 PDLs, dapat na mag-isip ang BJMP ng ibang paraan upang masolusyunan ito.
