14 opisyal ng NCMH kinasuhan ng NBI
MANILA, Philippines — Pormal nang isinampa ng National Bureau of Investigation (NBI) sa Office of the Ombudsman ang kasong kriminal laban sa 14 na mga dati at kasalukuyang opisyal ng National Center for Mental Health (NCMH) dahil sa maanomalyang construction project na nagkakahalaga ng P60 milyon.
Pinangalanan ni NBI Deputy Director Vicente De Guzman III ang mga kinasuhan na sina retired medical center chief Dr. Bernardino Vicente; clinical center chief Dr. Beverly Azucena; chief administrative officer Clarita Avila; finance service chief Dionisio Tolentino; chief accountant Dilce Valerio; budget section head Godofredo Valles; engineering section chief Esteban Gamurot at assistant chief Darwin Pastor; Bids and Awards Committee (BAC) chairperson Dr. Julien Guiang at mga miyembro nitong sina Dr. Evelyn Belen at Peñafracia Gladys Domingo; technical working group member Arturo Salcedo; administrative officer Gilbert Naval; at Octant Builders president Rowena Manzano.
Sa reklamo nito, inirekomenda ni De Guzman na makasuhan ang 14 sa paglabag sa Section 3 (e) of Republic Act 3019, ang Anti-Graft and Corrupt Practices Act; malversation of public funds in violation of Presidential Decree 1445; at falsification of documents in violation of the Revised Penal Code (RPC); at serious dishonesty.
Nag-ugat ang kaso sa inihaing reklamo ni NCMH chief Dr. Roland Cortez sa ginagawang Pavilion 6-Extension.
Dapat aniya ay diniskwalipika ng NCMH ang Octant Builders noong bidding process ng proyekto dahil ang tax clearance na isinumite ay pagmamay-ari ni Rowena Manzano (Little Lemon Children Warehouse) at hindi ng Octant Builders.
Nakatanggap umano ang Octant ng buong bayad sa proyekto kahit hindi pa ito tapos.
“Despite the irregularities, the project was awarded to Octant Builders, and the latter was subsequently paid, despite lacking documents to support the Disbursement vouchers,” pahayag ng NBI.
