MANILA, Philippines — Ipinagtanggol ng Beijing ang desisyon nitong bombahin ng tubig ang Philippine Coast Guard na nag-e-escort ng mga bangka sa West Philippine Sea — ito habang pinaninindigang "kanila" ang Ayungin Shoal.

Sabado nang gamitan ng water cannon ng China Coast Guard ang PCG vessels na umaalalay sa mga bangkang nagdadala ng pagkain, tubig, atbp. suplay sa mga sundalong Pinoy na nakahimpil sa BRP Sierra Madre sa Ayungin.

Ang Ayungin Shoal, na nasa West Philippine Sea, ay nasa loob ng 200 nautical mile exclusive economic zone (EEZ) ng Pilipinas. Kasalukuyan itong kontrolado ng Maynila.

"The China Coast Guard (CCG) vessels stopped them in accordance with law and warned them off through appropriate law enforcement measures. Their maneuvers were professional, restrained and beyond reproach," paliwanag ng Chinese Foreign Ministry nitong Lunes.

"Ren’ai Jiao has always been part of China’s Nansha Qundao. The historical context of the issue of Ren’ai Jiao is very clear."

"Ren’ai Jiao" ang tawag ng mga Tsino sa Ayungin Shoal habang opisyal itong pinangangasiwaan ng Kalayaan, Palawan.

Maliban sa Pilipinas at Tsina, kine-claim din ito ng mga Vietnamese, atbp. bansa.

Taong 1999 nang sadyang dumaong ang BRP Sierra Madre ng Philippine Navy sa Ayungin bilang tugon sa reclamation ng Beijing sa Panganiban (Mischief) Reef, isa pang bahurang nasa loob ng EEZ ng Maynila.

Igiinigiit ng Tsina na "nangako" na raw ang Pilipinas na tatanggalin ang BRP Sierra Madre sa Ayungin, bagay na hindi pa rin nangyayari sa ngayon.

"On August 5, in disregard of China’s repeated dissuasion and warning, the Philippines sent two vessels that intruded into the adjacent waters of Ren’ai Jiao and tried to deliver the construction materials for repairing and reinforcing the 'grounded' warship," dagdag ng Chinese Foreign Ministry.

"Such actions violated China’s sovereignty and the Declaration on the Conduct of Parties in the South China Sea (DOC)."

Pagkundena ng Maynila

Kinundena naman ng PCG ang aksyon ng Tsina, lalo na't wala raw itong dahilan upang magkasa ng ganoong delikadong aksyon.

"The Philippine Coast Guard (PCG) expresses strong condemnation towards the unlawful behavior exhibited by the China Coast Guard vessels (CCG 4203 and CCG 5305) for their unwarranted use of water cannons against the MRRV-4409," ani PCG Spokesperson for the West Philippine Sea, CG Commodore Jay Tarriela.

"Additionally, we call on the CCG to adhere to the COLREGS (International Regulations for Preventing Collisions at Sea) to prevent any potential collisions, as they are also a signatory to this important convention."

 

 

Una nang sinabi ng Estados Unidos na peligroso ang ginawa ng Beijing na siyang banta sa regional stability.

Tinawag namang pag-"disregard sa facts" ng Tsina ang ginawang pahayag ng US State Department.

South China Sea arbitration

Taong 2016 pa nang panigan ng Permanent Court of Arbitration ng United Nations ang Pilipinas pagdating sa West Philippine Sea, ito habang sinasabing "invalid" ang nine-dash line claim nito sa South China Sea. 

Ginagamit ng Tsina ang nine-dash line upang sabihing kanila ang buong South China Sea. Ang West Philippine Sea, na nasa loob ng EEZ ng Pilipinas, ay nasa loob ng South China Sea.

"The South China Sea arbitration was a pure political drama staged in the name of the law with the US pulling strings behind the scenes. The so-called award contravenes international laws, including UNCLOS, and is illegal, null and void," patuloy ng Tsina.

"The US’s attempt to make an issue of the illegal award will not affect China’s firm resolve to safeguard its territorial sovereignty, maritime rights and interests in accordance with the law."

"We urge the US to stop utilizing the South China Sea issue to sow confusion and discord, and we urge it to respect China’s territorial sovereignty, maritime rights and interests in the South China Sea, and respect regional countries’ efforts to uphold peace and stability in this region."
