Pilipinas, US inanunsyo 4 bagong EDCA sites pero 'secret' pa kung saan
MANILA, Philippines (Updated 2:43 p.m.) — Nagkasundo ang Pilipinas at Estados Unidos na lalong paigtingin ang pagpapatupad ng Enhanced Defense Cooperation Agreement (EDCA), dahilan para payagang magtayo ang mga sundalong Kano ng mga pasilidad sa loob ng apat pang base militar ng mga Pinoy.
Ito ang ibinahagi ng Department of National Defense at US Department of Defense sa isang joint-statement, Huwebes (oras sa Maynila) kasabay ng pagbisita ni US Defense Secretary Lloyd Austin sa Pilipinas.
"Today, the Philippines and the United States are proud to announce their plans to accelerate the full implementation of [EDCA] with the agreement to designate four new Agreed Locations in strategic areas of the country and the substantial completion of the projects in the existing five Agreed Locations," wika ng pahayag.
"The EDCA is a key pillar of the U.S.-Philippines alliance, which supports combined training, exercises, and interoperability between our forces. Expansion of the EDCA will make our alliance stronger and more resilient, and will accelerate modernization of our combined military capabilities."
Kasalukuyang may limang Philippine military bases sa ilalim ng EDCA, kabilang ang:
- Benito Ebuen Air Base sa Cebu
- Lumbia Airport sa Cagayan de Oro
- Fort Magsaysay sa Nueva Ecija
- Antonio Bautista Air Base sa Palawan
- Basa Air Base in Pampanga
Una nang naglaan ng $82 milyon ang Estados Unidos para sa limang existing EDCA sites, ito habang "sinusuportahan ang paglago ng ekonomiya at paglikha ng trabaho sa komunidad ng Pilipinas."
Paliwanag ng dalawing panig, ang panibagong EDCA locations ay makatutulong din daw sa mabilis na tulong pagdating sa humanitarian at climate-related disasters.
Kaso, ayaw pang ibulgar nina Defense Secretary Carlito Galvez at US Defense Secretary Lloyd Austin kung saan-saan ang mga ito sa dahilang "ikokoordina" pa ito sa mga lokal na pamahalaan. Apektado raw kasi ng climate change ang mga nasabing erya.

"We have agreed that the statement of the sites will be concluded once we have already made the collaboration also with the local communities," ani Galvez sa isang press briefing.
"These areas identified are very vulnerable to climate change."
Naninindigan din ang dalawang panig na sinubok na ng panahon ang Philippine-US alliance at nananatiling "iron clad" diumano. Umaasa ang mga nabanggit sa mga oportunidad na lilikhain ng mga naturang lugar upang palawigin ang mga kayang pagkaisahan.
'De facto US bases'
Agad namang tinutulan ng Bagong Alyansang Makabayan (BAYAN) ang hakbang na ito ng gobyerno ng Pilipinas at Amerika, lalo na't ginagamit daw ang tensyon sa Taiwan bilang isa sa mga konsiderasyon sa additional access.
"Filipinos must not allow our country to be used as staging ground for any US military intervention in the region. The US is engaged in provocations with China using the issue of Taiwan. Allowing US use of our facilities will drag us into this conflict which is not aligned with our national interests," ani Renato Reyes, secretary general ng BAYAN.
"The US has been given tremendous advantages under the EDCA. It can set up military facilities inside Philippine facilities, rent-free and tax-exempt. It can have access to any area in the country, making the Philippines a de facto base for US troops. Under the EDCA, the US can preposition weapons of mass destruction in the Philippines as we have no say what goes in and out of these US facilities."
Aniya, ang pagpapatuloy nito ay pagbabaliktad daw sa mga tagumpay ng mga Pilipino sa pagbabasura sa US bases treaty noong 1991, bagay na hakbang paatras sa soberanya ng Pilipinas.
Hindi raw dapat mauto ang mga Pinoy na kakampi ang mga Amerikano sa bansa pagdating sa agawan ng teritoryo sa West Philippine Sea, lalo na't hindi naman daw pinipigilan ng Washington ang Tsina sa agresibo nitong mga hakbang sa kabila ng Mutual Defense Treaty.
"The Senate should investigate the so-called agreed locations with the US. Remember that the EDCA was made out to be a mere executive agreement, not a treaty ratified by the Senate, and in clear contravention of Philippine Constitutional requirements," sabi pa ni Reyes.
"We call on the communities where these bases will be set up, to object to foreign militarization and intervention."
Iprinotesta naman ng mga mangingisda sa pangunguna ng Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (PAMALAKAYA) ang proposed EDCA sites, habang idinidiin na hindi welcome si Austin sa Pilipinas.
Una nang kinontra ng PAMALAKAYA ang Balikatan military exercises sa darating na ika-24 hanggang ika-27 ng Abril 2023, lalo na't patitindihin lang daw nito ang tensyon sa West Philippine Sea. Sinasabing ito ang pinakamalaki simula noong pandemya, na siyang lalahukan daw ng hindi bababa sa 16,000 tropang Pilipino at Amerikano.
