DOE binigyan ng ‘go-signal’ si Razon sa Malampaya deal

MANILA, Philippines — Pinayagan na ng Department of Energy (DOE) na ibigay sa Razon-led Prime Infrastructure Capital Inc. ang 45% na interes ng Shell Philippines Exploration BV (SPEX) sa Malampaya Service Contract 38.

Sa pahayag gamit ang email, sinabi ng DOE na inaprubahan ang transaksyon matapos ang masusing pagrepaso, na ang pag-apruba ay sa kondisyong ang SPEX ang natitirang ‘subsidiary’ ng Prime Infra.

“Prime Infra was found to be technically, financially, and legally qualified as a transferee and as successor to Shell as Operator of the Malampaya natural gas project,” saad sa pahayag ng DOE.

“SPEX, as a Prime Infra subsidiary, will continue to be technically competent and financially capable to ope­rate the Malampaya Service Contract 38,”dagdag nito.

Noong Hulyo, inihayag ng Prime Infra na ang unit nito na Prime Exploration Pte. Ltd. ay lumagda sa isang share purchase agreement na kumukuha ng Malampaya Energy mula sa Davao-based Dennis Uy’s Udenna Corp. Kung matatandaan, ang Malampaya Energy ng Uy ay pumirma ng share purchase deal sa Shell Petroleum N.V. para makuha ang SPEX noong Mayo 2021, ngunit hindi ito natuloy matapos bawiin ng Philippine National Oil Company Exploration (PNOC-EC) ang pahintulot nito.

Nauna ring nakuha ng grupo ni Uy ang 45% share ng Chevron Philippines sa Malampaya Consortium sa pamamagitan ng UC Malampaya noong 2020.

Sa panig ng Prime Infra, sinabi nito na nakatakdang tanggapin ang buong pagmamay-ari at kontrol ng SPEX sa Nobyembre 1, 2022, at tiniyak na ipagpapatuloy ang produksyon hanggang may reserba.

“We welcome DOE’s thorough review and subsequent approval of the SPEX sale given the urgency to sustain the operations of Malampaya — a vital energy installation and symbol of national pride — and to plan for the further development of the existing reserves in light of the current power under supply,” ani Prime Infra chairperson Enrique Razon, sa hiwalay na pahayag.

“We will contribute by doing all that can be done to produce as much gas as possible to sustain production in support of the power demand in Luzon,” dagdag pa niya.

Ang Prime Infrastructure ang nagsisilbing infrastructure arm ng Razon group, na nakatuon sa energy, water, at  waste management.
