Nagtitinda ng lagpas P50 'basic' face shield? Yari ka sa hanggang P2-M multa

MANILA, Philippines — Ngayong ioobliga na sa maraming lugar, malaking multa ang naghihintay para sa mga negosyanteng mananaga ng presyo ng mga face shields habang talamak ang hawaan ng coronavirus disease (COVID-19).

'Yan ang paalala ng Department of Trade and Industry (DTI), Huwebes, para sa mga nagbabalaik sumuway sa P26 hanggang P50 suggested retail price (SRP) ng non-medical grace face shields sa panayam ng "Unang Hirit."

"Ang penalty doon — this is covered kasi by the Price Act dahil declared ng DOH (Department of Health) na basic commodity siya or essential good — P2 milyon ang maximum, P5,000 minimum," ani Trade Undersecretary Ruth Castelo.

"There is also imprisonment of five to 15 years for profiteering."

Batay 'yan sa itinakdang SRP ng DOH sa pamamagitan ng kanilang Memorandum 2020-0345 na pinetsahan noong Lunes, ika-10 ng Agosto.

Gayunpaman, pwedeng mabago nang hanggang 10% ang presyo nito sa Visayas at Mindanao para mapunan ang gastusin ng distribution.

Ibinaba ang kautusan matapos gawing mandatory ng gobyerno ang pagsusuot ng face shields sa mga pampublikong transportasyon at mga trabaho simula Sabado.

Tanging mga non-medical grade face shields, na may sumusunod na specifications ang kasalukuyang sakop ng nasabing SRP.

"[They are] clear plastic or acetate material, provide good visibility, fog resistant, adjustable band to attach firmly around the head, fit snuggly against the forehead, full face coverage (the side and length of the face), made of robust material that can be easily cleaned and disinfected, disposable or re-usable," sabi ni DOH.

Sa kabila niyan, pwede namang ibenta nang kahit P500 ang mga "medical grade" face shields, bagay na gumagamit na ng acrylic cover at rubber strap.

Papayagan din na mas mataas nang bahagya ang presyo ng mga face shield na yaring Pinoy, basta't mas matibay ang katawan nito, gagamit nang mas makapal na acetate sheet at tatlong piraso kada pakete.

Una nang sinabi ng US Centers for Disease Control and Prevention (CDC) na maaaring gamiting alternatiba sa medical masks ang face shields, o gamitin nang sabay kasama ang "non-medical, approved fabric mask." Magagamit daw ito bilang proteksyon din sa mata, n a pwede ring pasukan ng virus.

Sa kabila niyan, ipinaalala ng CDC na hindi ito "consistent" sa standard practice at hindi mairerekomenda nang husto.

"Face shields are not meant to function as primary respiratory protection and should be used concurrently with a medical mask (for droplet precautions) or a respirator (for airborne precautions) if aerosol-generating procedure is performed."

Parusa sa walang face shield?

Samantala, nababahala naman ngayon ang Kilusang Mayo Uno (KMU) sa mga bagong ilalabas na guidelines na inilabas ng Inter-Agency Task Force on Emerging Infectious Diseases (IATF-EID) hinggil sa mga mahuhuling hindi magsusuot ng face shield.

Aniya, dagdag pasakit daw ito sa ngayon lalo na't nasa krisis pang-ekonomiya at maraming nawalan ng trabaho sa Pilipinas simula nang magpataw ng mga lockdown.

"We strongly push for mass testing among the working population to identify, effectively isolate, and treat those who are tested positive for COVID-19," wika ni Jerome Adonis, secretary general ng KMU.

"Along with providing face shields, employers and the government must secure testing centers in the workplace!"
