Panelo: Nagra-rally lang 'di dapat tanggalan ng scholarship

MANILA, Philippines — Pinalagan ni presidential spokesperson Salvador Panelo ang suwestyon ni National Youth Commission chairperson Ronald Cardema na tanggalan ng scholarship ang mga estudyanteng tutol sa gobyerno.

Bilang tugon, sinabi ni Panelo na karapatan ang pagproprotesta na 'di dapat pakielaman ng estado.

"Kung sila'y sumasama lang sa mga rally, that's a right. That's freedom of expression and freedom of assembly," banggit ni Panelo sa press briefing ng Malacañang Press Corps kanina.

Sa ilalim ng Article III Section 4 ng 1987 Constitution, pinoprotektahan ang karapatan ng lahat na magpahiwatig ng saloobin at hinanaing sa gobyerno.

"No law shall be passed abridging the freedom of speech, of expression, or of the press, or the right of the people peaceably to assemble and petition the government for redress of grievances."

Sa isang pahayag kasi noong Martes, inirekomenda ni Cardema sa pangulo na bawiin ang scholarships ng mga diumano'y tutol sa pamahalaan.

“As Chairman of the National Youth Commission, I am requesting our Head of Government, Philippine President Rodrigo Duterte, to issue an Executive Order removing the government scholarships of all anti-government scholars,” wika ni Cardema.

“Specifically those students who are allied with the leftist CPP-NPA-NDF, a terrorist group that is trying to overthrow the Philippine Government and killing our government troops.”

Inatasan din niya ang mga opisyal ng Sangguniang Kabataan, Reserve Officer's Training Corps at Citizen Army Training na i-ulat ang mga kabataang militante na iniuugnay sa Kaliwa.

'Tingnan muna kung totoong kaaway ng gobyerno'

Bago daw gumawa ng mga hakbang gaya ng pagtatanggal ng mga scholarship, kailangan daw munang mapatunayan ang mga alegasyon kung sila'y totoong kalaban ng gobyerno.

Sa tanong ng isang reporter kung dapat tanggalan ng scholarship ang mga estudyanteng miyembro ng Kabataan party-list, ito ang sagot ni Panelo.

"Kabataan party-list? Again the president is a lawyer. If there is evidence to show that indeed it is a front, then necessarily we have to do something about it. The state must protect itself from any attack, whether superficially, subliminally, or actual. Pero kailangan meron tayong ebidensya. We are not reckless," sabi niya.

Ang Kabataan party-list, ang tanging representasyon ng youth sector sa Kamara, ay ilan sa mga tinutukoy ng Pangulong Rodrigo Duterte bilang "front" organization diumano ng mga komunista.

"Unless you can show us concrete evidence that are really part of those forces against government, hindi naman pu-pwede 'yon."

Gayunpaman, walang batas sa ngayon na nagsasabing pwedeng tanggalan ng scholarship ang sinumang kritiko o tutol sa pamahalaan.

Sa Saligang Batas, sinisiguro rin ng Article XIV Section 1 ang karapatan sa edukasyon sa lahat ng antas.

Nang ma-repeal ang Anti-Subversion Law noong ika-22 ng Setyembre taong 1992, maging ang pagiging miyembro ng Communist Party of the Philippines ay hindi na iligal.

NYC chair pinagbibitiw sa pwesto

Umani naman ang batikos mula sa sektor ng kabataan ang mga patutsada ni Cardema.

"The right to protest and the right to education are both fundamental rights inherent to all and both shall be protected and upheld by the state. Only a fascist regime and its puppets like Cardema will hold these rights in contrary to each other," ani Kabataan Rep. Sarah Elago, na nananawagan ng pagre-resign ni Cardema.

Paglilinaw ni Elago, maging ang libreng edukasyon na tinatamasa ngayon sa mga pamantasan ay produkto ng deka-dekadang pagbuhos ng mga estudyante sa langsangan.

"It is alarming that Cardema, a supposed 'youth commissioner,' wants to discriminate on our right to education and trample on the youth's victory by denying us our rights both to free education and free speech," dagdag ni Elago.

Pinagre-rebyu naman ni Elago si Cardema ng kasaysayan at sinabing nasa panig ng karapatang pantao ang lumalabang kabataan, na dati na raw nakapagpatalsik ng diktador.

Sa isang hiwalay na statement, sinabi naman ni Raoul Manuel, deputy secretary general ng National Union of Students of the Philippines, na ginagaya lang ni Cardema ang "boss" niyang si Duterte kung kaya't nag-aastang "tyrant."

Paliwanag din niya, maraming nagproprotestang kabataan dahil hindi pa lahat ay nakatatamasa ng libreng pag-aaral.

"To our shock, the NYC Chair just wants these students to shut up and suffer in silence,” daing ni Manuel.

“Free education and scholarships are not from Duterte’s money. They are people’s money. So students are not indebted to the corrupt tyrant in Malacanang. We owe our education to the Filipino people, to whom the youth offers its efforts as we push for the rights and welfare of the oppressed millions," kanyang panapos.
