MANILA, Philippines — Sa mahigit 20 bagyo na tumatama sa bansa bukod sa mga kasalukuyang banta ng mga lambak at droughts na nagdudulot ng pagkapahamak sa mga buhay, imprastraktura, tahanan at mga farm-based livelihood, isang ahensya ng pamahalaan na tanging nakatuon sa disaster resiliency at crisis emergency ang kinakailangan.

Disasters are a fact of life in our country and we need more than a coordinating body for coping with emergencies,” pahayag ni Ilocos Norte Gov. Imee R. Marcos.

Ipinupunto ni Marcos ang Federal Emergency Manage­ment Agency (FEMA) ay isang modelo na maa­aring iakma para sa kondisyon ng Pilipinas.

Ang FEMA, na nagsimula noong dekada 1970, ay naglagay ng mga programa ng kaligtasan na maaaring lumitaw kahit na sa panahon ng nuclear war.

“In order to have resiliency kailangan na tayong magkaroon ng tulad ng sa FEMA ng US. (In this set-up) mas ok ang emergency management hindi lang coordinating… sa NDRRMC, hila hila lang nila yung DND, DILG at umaasa lang sila sa ibang ahensya eh kung matagal magresponde eh talagang hirap. Sa budget ang tagal sa proseso,” pahayag pa ni Gov. Marcos.

Sa talumpati ni Pangulong Duterte, inatasan nito ang Kongreso na gumawa ng panukalang batas na lilikha ng isang Kagawaran ng Disaster Management.
