‘Transparent bidding’ sa enerhiya, panawagan ni Sen. Gatchalian

MANILA, Philippines — Magsagawa ng “open and transparent bidding” ng distribution utilities sa kinakailangang seguridad sa enerhiya sa bansa.

Ito ang panawagan ni Senator Sherwin T. Gatcha­lian, chairman ng Senate Committee on Energy sa pamunuan ng Department of Energy (DOE) para sa ‘open and transparent bidding’ sa “Meralco’s competitive selection process”.

Sa polisiya sa ilalim ng Electric Power Industry Reform Act (EPIRA), upang matiyak ang pagkakaroon ng “transparent and reasonable prices of electricity in a regime of free and fair competition and full public accountability”.

“In adherence to the prescribed spirit of free and fair competition, both existing and new power plants should be allowed to join Meralco’s upcoming bidding for a 1,200-megawatt power supply agreement (PSA),” paliwanag ng senador.

Ang isinusulong na panukala ni DOE Secretary Alfonso G. Cusi na hatiin ang ‘Meralco supply requirement’ sa bidding sa maliliit na bahagi at payagan ang ‘stacking of bids’ ay maihahalintulad din na paunlarin ang minimithing paligsahan sa pagtatayo na pinag-isipan sa EPIRA.

Ang kautusan umano ni Cusi kapag ginamit sa “competitive selection processes” (CSP), ay magkakaroon ng oportunidad ang maliliit na power generation companies na makapag-bid at manalo ng bahagi ng “large supply requirements”.
