Nabigo umano si Enarle na mag-submit ng kanyang SALNs  mula taong 2002  hanggang 2007 at 2009 hanggang  2010 na paglabag sa Section 8(a) ng Republic Act No. 6713 (The Code of Conduct and Ethical Standards for Public Officials and Employees).
