Nganong nagdali man sila sa economic Cha-cha?

It seems nga ang atong mga representante, kining gitawag nga mga kongresista nagdali man pagpahigayon paghimo’g kausaban sa atong Konstitusyon kon Cha-cha uban sa pasalig nga economic changes lang ang ilang pagabuhaton, ug dili nila tandugon ang politika.

Buot nila nga mag-plebisito kita bahin niini, dungan sa May 2022 elections. Apan sa iyang bahin, si Senate President Vicente Sotto III nag-ingon nga: “There’s no need to rush the passage of the bill seeking to amend economic provisions of the Constitution.”

Bitaw no, maghimo kita’g amendment sa atong Konstitusyon, usa ka dakung tahas ug tulobagon, unya, atong dalidalion? Ug nganong karon man gyud nga gihulga pa kita sa pandemic? Daghan pa kita’g mga concerns nga nagkinahanglan sa unang mga pagtagad.

“There is still time to pass it if needed, even as there are other investor-friendly measures nearing enactment,” dugang ni Sotto.

Duna man guy resolution ang duha ka balay-balauranan (Resolution of Both Houses No. RBH 2) nga napasar sa Lower House sa niaging Hunyo 1 nga nagkinahanglan pa og corresponding passage sa Senado.

Gi-refer pa kini ngadto sa Senate committee sa constitutional amendments nga giapngulohan ni Sen. Francis Pangilinan.

Padayon ni Sotto “This has a better chance of passing instead of Cha-cha. I personally am not in favor of a (political) Charter change. So, if we’re talking of amendments to the Charter very focused on economic provisions alone, it stands a better chance of passing in the Senate.”

So, pabor si Sotto kon economic provisions lang ang hisgutan ug dili mga politikanhong provisions ang  i-agenda. Ni Sotto pa: “As long as it’s addressing economic issues, we have enough time to tackle it, really. We should not be rushing it, we should discuss it well.”

Samtang uyon siya paghimo’g mga kausaban sa mga economic provisions, apan dili kinahanglan nga dalidalion kini.

Gawas pa, adunay nag-ung-ong nga tulo ka economic bills sa Senado nga lagmit kaaprobahan sulod sa tulo ka semana.

Ang maong mga balaudnon maghimo’g mga kausaban sa Foreign Investments Act, Public Service Act, ug Retail Trade Liberalization Act.

Kon mahimo na kining balaud, matud ni Sotto, “this would achieve to a large extent the objectives of RBH 2 of attracting more investors in key sectors, particularly by easing restrictions on the entry of foreign capital.”

So, ang maong mga balaudnon, kon mahimo nang balaud, makatubag na sa katuyoan sa RBH 2 nga pag-attract o pagdani og dugang foreign investments pinaagi sa pagpaluag sa mga restrictions sa mga patigayon nga buot mosulod nganhi sa atong nasud.

Atong masabot nga dili kinahanglan dalidalion ang pagtuki ug paghimo’g kausaban sa mga economic provisions sa atong Konstitusyon kay ang nahisgutang mga economic bills makatubag na man sa katuyoan sa RBH 2.

Sa Iyang bahin, si Speaker Velasco nagkanayon: “Our intention then, as now, was purely to help our country rise above this pandemic through liberalizing the restrictive economic provisions in the Constitution that have long prevented us from becoming fully competitive with our Asian neighbours.”

Whatever, huwaton lang una nato ang mga economic bills sa Senado.
