Nahadlok ka ba sa anti-terror law?

Bisan kon sa diha pa kini sa hawanan sa Kongreso, aduna nay mga pagsupak ug pagsaway sa anti-terror bill, nga matud ni Sen. Panfilo Lacson diha nay mga disinformation ug mga panghulga batok niining maong balaudnon.

Tingali unya kuno og abusahan sa mga tinugyanan sa balaud. Ug karon nga napirmahan na ni Presidente Digong Duterte, ang tigmaba sa The Philippine National Police (si Brig. Gen. Bernard Banac ) mipasalig nga dili kini abusahan sa mga law enforcers.

Kon dili kita motuo ni Banac, kinsa may atong tuohan? Aduna kiniy mga safeguards o mga panagang aron kalikayan ang pag-abuso.

Sumala sa napatik sa Philippine Star, si Banac nagkanayon: “The PNP assures (the public) that it will not be abused and we shall faithfully uphold all institutional mechanisms that provide safeguards to its implementation. The people have nothing to fear as the law is only focused on addressing the threat of terrorism posed by extremist groups such as the Abu Sayyaf and not government critics. The lawmakers who authored the law have put in place safety nets to prevent the PNP and other law enforcement agencies from committing abuses.”

So, wala kitay angay kahadlokan kay tumong niini mao ang pagsanta sa kalihokan sa mga terorista, sama sa Abu Sayaff, ug dili paggukod sa mga nagsaway sa gobyerno o mga government critics.

Dugang niini, matud ni Banac, ang mga magbabalaud nga nangamahan sa balaudnon, “have put in place safety nets to prevent the PNP and other law enforcement agencies from committing abuses.”

Dugangniini, ang Local Government Secretary, si  Eduardo Año mipasalig usab nga walay mga pag-abuso ang pagpatuman niining maong balaud.

Matud niya, “the law is important in the administration’s approach against terrorism.”The Department of the Interior and Local Government will not allow this law to be abused and it will be used judiciously only for the purpose for which it was enacted – to defeat communist terrorists and violent extremists once and for all. We repeat that only the terrorist should fear this law and law-abiding and peaceful citizens have nothing to fear.”

So, ang mga terorista diay angayan mahadlok niini. Nganong mahadlok ka man? Si Lacson nga usa sa mga authors sa balaud nagkanayon: The law, warned that law enforcers who commit abuses in the implementation of the measure can be punished with 10 years in prison. The numerous safeguards under the Anti-Terrorism Law would make abuses in its implementation very costly for law enforcers to commit.

So, napulo ka tuig nga pagkabilanggo ang silot niadtong mo-abusar niining maong balaud. Dugang niini ang absolute perpetual disqualification from holding public office, dismissal, forfeiture of retirement and all other benefits. Igo na kini nga maka-deter sa pag-abuso sa balaud.             

Dugang pa: “The military lauded the passage of the Anti-Terrorism Law that would give state forces more capability to protect and defend the country against terrorists.”

Dakung katuyoan niining maong balaud mao ang pag-protect o pagpanalipod sa nasud ug sa katawhan gikan sa mga terroristic acts.

So, unsa may imong kahadlokan?
