Despite the widespread development in Cebu, there are some roads in some cities that, an EAR informer said, have no streetlights.

One road in a city close to the capital has gained the notoriety among taxi drivers for being not only dark but also infested by bad elements like thieves. “Mobalibad mi og agi diha kay gawas nga ngitngit, daghang magbinuang,” one driver said. “Pait, kanus-a kaha na nila pasug-an ilang karsada?”
