Ten years before the issuance of the Battle of Mactan Day, President Marcos on April 22, 1969 issued Proclamation No. 546, declaring April 27, 1969 as Lapu-Lapu Day. It said it marked the 448th anniversary of the Battle of Mactan, the first successful Filipino armed assistance to foreign domination; and the Battle of Mactan should be remembered as the first blow that was struck for self-determination and a symbol of the Filipinos’ love of freedom.
