A staff worker in the barangay hall referred a client to the “attorney” because the client wanted a barangay certification stating that he and three others lived in the same house. The client said the certification was required even if motorcycle barriers are no longer required under GCQ. The worker referred the matter to the “attorney” because he did not know of this development.

“Good morning, attorney,” greeted the client when he entered the other room. When the client saw the name of the attorney at his desk, he had an “aha moment.” “I thought it was any regular lawyer. The barangay captain turned out to be the attorney.”
