Why do many fear the Tulfos?

WHAT MATTERS MOST - Atty. Josephus B. Jimenez - The Freeman

Image projects some illusion. The Tulfos are experts in building the image of power. They are builders of illusions. And the naive always buy their tales. People have lost their trust in the establishments. They turn to non-traditional peddlers of powers and influence. The Tulfos provide immediate solutions. People go to them for results.

The Tulfos are being feared because they have built a reputation for being close to the sources of power. Whether true or false, the image is the thing. The projection creates results. They have demonstrated that they can pressure government officials and personnel to take action by a call or a threatening letter. They have shown during a number of times that when the Tulfos demanded results, they get them, and in so short a time, and without too much ado. That is why heads of agencies fear the day when one of the Tulfos will demand that his questions are answered and that the public official talk on the air.

But the Tulfos are no longer really close to the source of power. Malacañan has already deciphered their real agenda. The president already removed their sister from the Cabinet. The police and the armed forces already withdrew their police and military escorts. The government ordered one of the brothers to return millions that was released by their sister to him as consideration for a government service contract. And one actress (was that Claudine Barretto?) had the temerity and the boldness to physically attack the eldest of the brothers, Ramon, of all places, at the airport.

People who are afraid of the Tulfos are those who have real skeletons in their closets. The lazy, the neglectful, and the incompetent bureaucrats, the absent-minded middle managers, the overworked, harassed, and the underpaid underlings, and those who know nothing, they are all afraid of the Tulfos. The managers who do not have complete control of his unit, those who do not know what is going, those who do not have an idea where his people are and what are they doing. These are the guys who are afraid of the Tulfos. The truly corrupt, the congenitally incompetent, and those who are infected with blissful ignorance, and impeccable ineptitude.

But if you are in control, you are always alert, and you are in complete mastery of the ins and outs of your organization, you will never be afraid. If you know the facts and you are always on top of the operations, when you are constantly being in the know about the latest and the most accurate information, you have nothing to fear. The Tulfos only bully those who are not doing their job well. The Tulfos have a role to play because we have a government riddled with graft, incompetence, and ineptitude. When officials and personnel are on their toes, there is no Tulfo who can terrorize you. Even the devil cannot bully you.

And so, as long as people of responsibility do not stand up to what are expected of them, the Tulfos shall become irrelevant, immaterial, and impertinent to the scheme of things. It is our laziness and self-imposed ignorance that make the Tulfos important.
