Poll regulations limiting offices

BBBS. Because of government regulations prohibiting the releasing of funds during the campaign season, some government offices are having difficulties carrying out their functions. The solution? They borrow money from other government offices that were able to secure some funding before the regulations kicked in.

According to an EAR source this becomes quite common during the campaign period. However, sometimes the red tape because so thick and processes take so long that department heads resort to their own pocket to cover some expenses.
