ORDINANCE. Lapu-Lapu City traffic enforcers, according to a commuter, are either helpless or just cannot implement an ordinance that assigns outside lanes for tricycle use.

COMMUTER. The commuter said the volume of traffic on peak hours makes the ordinance unenforceable.

IN HASTE. "It seems not much thought went into the crafting of the ordinance. It probably was done in haste," the commuter said.
