More regional police offices adopt PNP’s 5-minute response policy

MANILA, Philippines — Regional police offices nationwide are adopting the five-minute emergency response policy of Philippine National Police (PNP) chief Gen. Nicolas Torre III.
During a command conference at Camp Crame on Friday, several regional police chiefs committed to implement the policy in their jurisdictions.
The meeting was presided by Department of the Interior and Local Government Secretary Jonvic Remulla, who gave assurance that the DILG is fully supporting the PNP’s anti-crime policy.
Remulla assured Torre and other senior police officials that the DILG would procure more patrol vehicles to improve police mobility and visibility, which are essential factors in achieving the five-minute response time target of the PNP.
Torre first imposed the policy on the National Capital Region Police Office, which handles public security in Metro Manila.
During the meeting, Central Luzon police director Brig. Gen. Jean Fajardo committed to enforce the five-minute response policy in Aurora, Bataan, Bulacan, Nueva Ecija, Zambales and Tarlac.
Calabarzon police director Brig. Gen. Paul Kenneth Lucas, vowed to implement the policy in his jurisdiction: Cavite, Laguna, Batangas, Rizal and Quezon.
Brig. Gen. Redrico Marananan, Central Visayas police director, said he has started implementing the policy in Cebu and Bohol, and soon in other areas under the jurisdiction of the regional police.
Torre said the reforms he is imposing in the PNP are rooted in a renewed commitment to public trust and accountability.
“This transformation goes beyond patrol deployment. It’s about rebuilding trust through swift action, professionalism and accountability while remaining firmly anchored on the rule of law, human rights and due process,” Torre said.
He directed all police station chiefs to improve internal communications, noting that seamless coordination saves lives.
